Are you allowed to change the characters on your app if you're not happy with them?
If you become dissatisfied with your character and their Digimon, you are allowed one chance to change your Digidestined and one chance to change your Digimon; two changes in all. For instance, you could choose a new character, but keep the same Digimon.
If you've used both chances to switch your character and Digimon and you still aren't happy, you may switch your Digimon or Digidestined for the price of 15,000 Bits (this price may increase or decrease when the need arises). You will only get to pay this fee once, so think carefully!
Can I update my application with newer artwork?
Absolutely. As long as your character and Digimon don't change, you're allowed to update the artwork on your application at any time. (So, if your character ever got a haircut or something like that, feel free to edit your app to reflect that!)
On the world map (fav.me/d4j8kkm), the description says some areas can only be reached by passing through the areas that come before it. How is that supposed to work, in RPs, submissions, and events? Like, if I want to draw a picture of my character on Torrent Beach, do I first have to draw a picture of them in The Tropics?
In RPs, your character (and whoever you're role playing with) couldn't go directly from Stratidex to one of those faraway areas. You would role play in one of the closer areas (briefly, at the very least), then role play in one of the farther regions. You won't be penalized if you skip areas while RPing, but if I'm around, I'll scold you! If you wanted to start an RP in one of those areas, you'd have to mention you explored the areas that came before that.
In submissions, if you wanted to draw your character in the Forest of Shades (for example), you may want to mention in your artist comments the places you explored before your character got to the Forest, but you don't need to draw them in the areas that came before.
When participating in events in the RP chat, if the event takes place in a faraway region, you just need to briefly mention your character passed through a closer area in order to reach their destination.
Basically, the purpose of those "you need to travel through here to get there" rules is to encourage longer RPs and character interaction.
On the world map, the description lists several common Digimon in each area. Are we supposed to fight those?
You aren't required to fight them, but you can if you like.
When role playing or drawing a submission, can we control Digimon in explorable regions, like an NPC?
Yes. You can use those common Digimon to move the RP along by fighting or talking to them.
I want to join, but don't have time for it right now. Will you have unlimited, scheduled openings throughout the year?
Depending on how many members the group receives and how quickly, there probably won't be unlimited openings, and openings will be sporadic. I am estimating 2-3 month gaps between each opening, however.

Bits are the currency of the Digital World, allowing you to buy things from the City's shops and merchants. You earn Bits by participating in events or submitting artwork to the group.
Why Spend Bits?
The items you can get from the shopkeepers (which you can find here: http://vuro.deviantart.com/art/DWD-NPCs-Mick-Corini-Robin-274451336) are important for accessing certain areas, trading for rare object (such as maps), and making other items.
